Many people assume there is one city water department, but that's not the case. Most of the Russian River communities are unincorporated areas of Sonoma County, meaning there are no city utilities. Instead, water service is provided by several independent water districts and community water systems.

As a local Russian River real estate agent, this is one of the questions I'm asked regularly by buyers moving into the area.

Why Are There Multiple Water Districts?

Unlike incorporated cities that operate a municipal water department, communities such as Forestville, Guerneville, Monte Rio, Rio Nido, Cazadero, Jenner, and Duncans Mills developed over many decades as small communities.

Many neighborhoods created their own water systems years ago. Some remain independent water districts today, while others have been consolidated or are managed by larger organizations.

Knowing which district serves a property is important when:

  • Buying a home
  • Opening utility accounts
  • Requesting service
  • Reporting water outages
  • Asking about water quality or conservation programs

Forestville Water District

The Forestville Water District serves much of downtown Forestville along with nearby neighborhoods.

Its service area generally includes:

  • Downtown Forestville
  • Mirabel Road
  • Mirabel Heights
  • Portions of River Road near Burke's Canoes

If you're purchasing a home in central Forestville, this is likely your water provider.

Russian River County Water District

The Russian River County Water District serves many of the neighborhoods surrounding Forestville rather than downtown itself.

These areas include communities such as:

  • Rio Dell
  • Hollydale
  • Russian River Terrace
  • Mirabel Heights area
  • Hacienda
  • Summerhome Park

This district covers much of the residential area between Forestville and Guerneville.

Sweetwater Springs Water District

The Sweetwater Springs Water District serves a large portion of the middle Russian River.

Generally, its service area includes:

  • Summerhome Park
  • Rio Nido
  • Guerneville
  • Portions of Armstrong Woods Road
  • Old Cazadero Road
  • Neeley Road
  • Parts of Monte Rio
  • Portions of Duncans Mills

Because of its large service area, many Russian River homebuyers will encounter this district during their home search.

Redwood Valley Water

The Redwood Valley water system serves the area around Armstrong Woods Road leading toward Armstrong Redwoods State Natural Reserve.

This system is operated by California Water Service.

Russian River Utility and the Community Water Systems in Cazadero

The Cazadero area is unique because many neighborhoods originally formed their own small private water companies.

Years ago, groups of homeowners would drill a community well and create a small water company to serve nearby homes.

Today, many of these systems are managed by Russian River Utility, including communities such as:

  • Sunrise Mountain
  • Magic Mountain
  • Huckleberry Heights
  • Austin Creek
  • Portions of Cazadero

Managing these systems under one organization helps meet modern state drinking water regulations and provides professional oversight for the individual water systems.
